I-11 Las Vegas Metropolitan Area PEL Study
The I-11 Las Vegas Metropolitan Area Planning and Environmental Linkages (PEL) study was initiated in early 2021, utilizing information and analysis already underway, to identify and evaluate reasonable corridor alternatives considered for I-11 through the Las Vegas metropolitan area. The reasonable corridor alternatives are evaluated during the process for environmental and social impacts, and potential avoidance, minimization, or mitigation measures will be identified. The activities typically included in a tiered National Environmental Policy Act (NEPA) process would be incorporated, including development of a project purpose and need, identification and evaluation of reasonable corridor alternatives, and analysis of anticipated environmental and social impacts that lead to the recommendation of a preferred corridor to advance. The result of the PEL process will select an I-11 corridor through the Las Vegas metropolitan area, between the Arizona border on US 93 and the vicinity of Kyle Canyon Road on US 95. The adoption and use of the PEL study in the NEPA process is subject to determination by the Federal Highway Administration (FHWA). The result of the study will produce a joint FHWA and NDOT Decision Document that will state not only their approval of the PEL process, as is required for an appropriate PEL process, but also include the FHWA’s approval of the selected alternative.

I-11 Northern Nevada Alternatives Analysis
In 2018 the Nevada Department of Transportation (NDOT) completed an Alternatives Analysis effort for the Interstate 11 (I-11) Corridor between the northwest edge of Las Vegas and I-80 in western Nevada. This recommended corridor alternatives to advance into future National Environmental Policy Act (NEPA) studies.
The purpose of the Northern Nevada Alternatives Analysis study was to build on the recommendations of the 2014 I-11 and Intermountain West Corridor Study by developing and evaluating specific corridor alternatives linking Las Vegas with I-80. The goal was to identify recommended corridor(s) to advance into future studies.
